I recieved the following email from "Paypal" today:
PayPal is committed to maintaining a safe environment for its community of
buyers and sellers. To protect the security of your account, PayPal employs
some of the most advanced security systems in the world and our anti-fraud
teams regularly screen the PayPal system for unusual activity.
Recently, our Account Review Team identified some unusual activity in your
account. In accordance with PayPal's User Agreement and to ensure that your
account has not been compromised, access to your account was limited. Your
account access will remain limited until this issue has been resolved. This
is a fraud prevention measure meant to ensure that your account is not
compromised.
In order to secure your account and quickly restore full access, we may
require some specific information from you for the following reason:
We would like to ensure that your account was not accessed by an
unauthorized third party. Because protecting the security of your account
is our primary concern, we have limited access to sensitive PayPal account
features. We understand that this may be an inconvenience but please
understand that this temporary limitation is for your protection.
Case ID Number: PP-046-631-789
We encourage you to log in and restore full access as soon as possible.
Should access to your account remain limited for an extended period of
time, it may result in further limitations on the use of your account or
may result in eventual account closure.
Thank you for your prompt attention to this matter. Please understand that
this is a security measure meant to help protect you and your account. We
apologize for any inconvenience.

Does it say your first and last name in the email? If not, its a spoof. I had one that was recently like that.... if there is a link then its probably fake.. they usually ask you to go to paypal and log in, instead of having a link to click on..

Never click on a link in an email that displays PayPal as the visible text. An example is this link, www.paypal.com which looks like a link to PayPal, but when you click on it, you will go to Amazon.com. The problem with HTML email is that what is displayed for links is not exactly what you may get when you click on it.
The only way to be sure you are going to PayPal directly is to enter www.paypal.com in the addressbar of your browser and, unless your browser has been taken over by a worm or spyware, you should get there.
Installing SpoofStick is about the only secure way to make sure that the page you are on is actually what it claims to be as SpoofStick does a reverse DNS lookup on the IP address of the page to determine its actual name.

I'm pretty sure it is a spoof. It was addressed "Dear Sir" which is odd.

FAKE FAKE FAKE!!!!!!!!!! dON'T USE THE LINK TO LOG IN!!! PAYPAL WILL NEVER ASK YOU TO ACCESS YOUR ACCOUNT THROUGH A EMAIL! rEPORT THIS EMAIL TO [email protected] iF YOU HAVE ALREADY USED THIS LINK TO LOGIN CHANGE YOUR PASSWORD-OR WHATEVER INFO YOU USE TO GET INTO YOUR ACCOUNT IMEDIATELY! PAYPAL ALWAYS USES YOUR FIRST AND LAST NAME IN ADDRESSING YOU. THE EMAIL YOU RECEIVED IS VERY FAKE. ALSO-OPEN A NEW INTERNET WINDOW WHEN YOU LOG INTO THE ACCOUNT AND X OFF THE ONE YOU ARE USING.
